    Air Force General John Hyten, commander of the U.S. Strategic Command (STRATCOM), told an audience at the Halifax International Security Forum in Nova Scotia, Canada that he had given a lot of thought to what he would say if he received such an order.

    “I think some people think we’re stupid,” Hyten said in response to a question about such a scenario. “We’re not stupid people. We think about these things a lot. When you have this responsibility, how do you not think about it?”

    Hyten, who is responsible for overseeing the U.S. nuclear arsenal, explained the process that would follow such a command.

    As head of STRATCOM “I provide advice to the president, he will tell me what to do,” he said in his remarks, retransmitted in a video posted on the forum’s Facebook page.

    “And if it’s illegal, guess what’s going to happen? I‘m going to say, ‘Mr. President, that’s illegal.’ And guess what he’s going to do? He’s going to say, ‘What would be legal?’ And we’ll come up with options, of a mix of capabilities to respond to whatever the situation is, and that’s the way it works. It’s not that complicated.”

    A little more than a year since Rio de Janeiro hosted a largely successful Summer Olympics, Brazil’s showcase city is plagued by a rise in lawlessness reminiscent of its darkest periods in the 1980s and 1990s. There were 4,974 people killed in Rio de Janeiro State, with a population of about 16.5 million, during the first nine months of this year, up 11 percent from last year, according to state government statistics.

    The rise in violent crime here is part of a nationwide trend that experts say has been exacerbated by Brazil’s economic recession, by corruption that has hollowed out government coffers and by fierce competition among drug trafficking organizations.

    Last year, there were 61,619 people killed across Brazil, according to data compiled by Brazilian Forum on Public Security, making it the deadliest year on record.

    Facing a budget deficit and increasingly well-armed and organized drug cartels, officials in Rio de Janeiro have turned to the federal government for a bailout and to the military for backup.

    “The situation is one of complete vulnerability,” said Antônio Carlos Costa, the head of Rio de Paz, an organization that supports victims of violence. “The weapons used by the traffickers are weapons of war.”

    The resurgence of violence comes after what had been tangible, but short-lived gains in reducing the city’s crime.

    In the footage shared on social media, the man tries to put his legs back inside the taxi but doesn't appear to notice when the driver twice attempts to shut the door.

    The man crawls off on his hands and knees into traffic on a busy road. Concerned passerby are seen desperately trying to guide the man to safety in Santiago, Chile.

    He was rushed to hospital but sadly died hours later. Police said he took a drug, but they are still trying to identify the substance.

    Kevin Caroca, who witnessed the man's disturbing struggle, said: "Be careful with what you take, especially women, a lot of the 'zombie' drugs have arrived.

    "Beware of receiving anything or buying any drugs from a stranger, they can cause death."

    He continued: "The taxi driver told me the guy started to hit everything in the car, and in the end, he had to stop and tell the young man to get out.

    "I know about the drug from a Brazilian video.

    "I saw it a few months ago and the young man had almost the same effects, spoke very fast and hit the back of the taxi so hard he almost broke the glass."

    Officials at the hospital say the main reason why patients run away is that they are scared of needles and don't have much experience of hospitals.

    Jean Benoit Manhes, the deputy representative of Unicef, told the Irish Times: "Some escaped because they’re afraid of needles. People here are not used to the hospital.

    "The problem of plague is not just a medical response. You can have hospitals but if people don’t come it isn’t enough.”

    Such incidents have prompted fears that the plague could spread even further with each confirmed case requiring 20 people have been in contact with to be treated as a precaution.
